BACKGROUND

The Ministry of Road Transport and Highways (MoRTH), New Delhi, has introduced the web based online SARATHI and VAHAN 4.0 version (PARIVAHAN-SEVA) over 1100 Road Transport Offices (RTOs) across country. RTOs issue Registration Certificate (RC) & Driving License (DL) that are mandatory requirements and are valid across the country, subject to certain provisions and permissions. With wide variations in state policies and manual/ system based procedures being followed across the country, it had become necessary to define same standards for these documents on a pan-India level to ensure interoperability, correctness and timely availability of information. SCOSTA committee setup for this purpose had recommended a uniform standardized software across the country. The Ministry thus entrusted National Informatics Centre (NIC) with the task of standardizing & deploying two softwares - VAHAN for Vehicle Registration and SARATHI for Driving Licenses and of compiling the data with respect to Vehicle Registration and Driving Licenses of all the states in State Register and National Register. The applications VAHAN & SARATHI were conceptualized to capture the functionalities as mandated by Central Motor Vehicle Act, 1988 as well as State motor vehicle Rules with customization in the core product to suit the requirements of 36 States and UTs.

• Instant access of Vehicle/DL information to other government departments

The latest initiative has been to centralize both these applications for ensuring higher transparency, security and reliability of operations through a countrywide unified database and provision of a highly citizen and trade centric web enabled environment. The new application developed would provide for a multi-user environment wherein the end customers (citizens) may be empowered to perform most of the RTO related transactions (including payments) either from the comfort of home or from authorized third party service provider/s in their vicinity. This will also help, to a large extent, in removing the hassles and queues faced by citizens currently (in visiting RTOs for elementary types of transactions), minimizing the extensive paperwork currently being done on the ground and reducing the possibility of middlemen exploiting the uneducated/uninformed citizens.

The Transport Department Puducherry has implemented the centralised  Web based SARATHI 4.0 for Driving License related Services and VAHAN  4.0 for Vehicle related service and issuance of Permits for Transport Vehicles with the assistance of Ministry of Road Transports and Highways (MoRTH), New Delhi and National Informatics Centre, Puducherry. SMS alert facility and viewing of status of each application to the applicant is available in this software.

SARATHI 4.0:  Deliver online services for Learners Licence and Driving License, wherein the applicant can apply for Learners Licence from any Location and complete all the required process online including payment. The applicant need to visit office for capturing the bio-metric, verification of documents submitted and attend for LLR test once these process are over LLR will be issued to the applicant. Similarly, the Services related to Driving License including obtaining fresh License can be applied online after payment of fees online the applicant has to submit the application in the concerned office in person to avail services.

VAHAN 4.0:  Deliver online services for vehicle registration and allied services on vehicles like transfer of ownership, addition of hypothecation, alteration of vehicles, fitness, road tax etc., The vehicle dealers are submitting the application for the vehicle registration on behalf of their customers, online, through VAHAN 4.0 and pay the fees and taxes through e-payment from their premises without visiting the RTO.  Homologation model adopted.
